This document contains an NPC Research study that was an outcome and cost evaluation of the Baltimore County Juvenile Drug Court published in January 2010. The study asked the following policy questions: Does participation in the drug court program reduce substance use? Does participation in the drug court program reduce recidivism? Do participants of the JDC program complete the program successfully and within the intended time period? What predicts participant success? It also answers questions of cost evaluation about program costs, outcome/recidivism costs, and cost of time between arrest and JDC program entry.
