This document is a process evaluation of the Frederick County Drug Treatment Court (FCDTC) program conducted by NPC Research. Information for this evaluation report was acquired from several sources, including observations of court reviews and team meetings during site visits, key informant interviews, and a focus group of program participants. The report found that the FCDTC fulfills many of the 10 key components for drug courts through its current policies and structure. It has shown to integrate alcohol and other drug treatment services with justice system case processing, use frequent alcohol/drug testing to monitor abstinence, have a consistent structure for responding to participant compliance, have invested in training for drug court team members, and have had a continuously sitting judge, and has worked to develop partnerships with public as well as private community agencies/organizations. The document also outlines the areas that can be improved within the program.
